Texas Higher Education Coordinating Board Message for Texas Resident Higher Education Application
To qualify for in-state tuition, a Texas institution of higher education must classify you as a Texas resident in accordance with state and federal law. Please contact the registrar or financial aid office at your institution for more information. In most cases, to be considered a Texas resident, a student or their parent must live in Texas as their permanent residence for twelve consecutive months right before the semester the student plans to enroll in college. A dependent student is presumed to be domiciled in the same state as the student’s parent unless the student is eligible for resident tuition under Texas Education Code, 54.052(a)(3). A student must also be lawfully present in the U.S. to be considered a Texas resident. To establish resident status, students must provide their institution with a completed set of the Core Residency Questions. The Core Residency Questions may also be completed as part of the student’s admissions application through Apply Texas.
