Consent for Health and Counseling Services

Parent Consent for Student Health Related and Counseling Services

During the 89th Texas Legislative Session, 2025, Senate Bill 12 was passed and signed into Law. SB12 requires schools to get annual parental consent before providing routine physical or mental health services. This includes things like short-term counseling, or vision, and/or hearing screenings.

Senate Bill12 requires parental consent for students to receive School Health-Related Services (SHRS). In compliance with this new law, school districts must obtain consent from a parent or guardian before these services can be provided. School staff, including school nurses, are required to have written parent/guardian consent on file before providing any health-related services or medical care to students. In case of a serious emergency, staff will still act to protect your child's safety and contact you.

Enrolled students have the opportunity to receive short-term counseling services, as needed, provided by their campus school counselors. The purpose of counseling in this setting is designed to help the child develop the skills to resolve difficulties that may be interfering with academic and personal success. Counseling is designed to assist the child in areas such as peer conflict resolution, self-awareness, decision making, improved behavior, social adjustment, and sadness or loss. This short-term counseling process is aimed to help students learn how to work through problems and become more productive and motivated. Counseling services provided by the school counselors are short-term and not intended to replace any services offered by outside licensed clinical counselors or therapists. The format of services may be delivered either through small group or individual sessions.

In accordance with SB12, school districts must notify parents of school counseling services and give parents the opportunity to opt out before those services are provided to their child.
